G. H. P. Raju is a retired Indian Police Service (IPS) officer of the 1993 batch, Assam-Meghalaya Cadre, with over 33 years of distinguished service spanning counter-insurgency, VIP security, police administration, and developmental governance. He superannuated as Principal Secretary to the Government of Meghalaya on 31 December 2022.

An M.Sc. (Tech) Gold Medallist in Applied Geology from Andhra University (1987), he cleared the UPSC Civil Services Examination and brings an aspirant's own understanding to every mentoring session — combined with the hard wisdom earned across three decades of real governance challenges in one of India's most complex security environments.

As Superintendent of Police across three districts of Meghalaya — East Garo Hills, Jaintia Hills and East Khasi Hills — he successfully led counter-insurgency operations against HNLC and ANVC militant groups. As IG Operations, he adopted mobile technology to execute clinical operations resulting in 16 militant camps busted and 70+ militants arrested. At the Special Protection Group, he supervised security arrangements for the Prime Minister of India.

His last major civil assignment as Principal Secretary saw him solve Meghalaya's chronic food shortage through livestock development, skill 15,000 tribal youth under PMKVY, and upgrade 11 ITIs with ADB funding. His specialisation in Ethics (GS Paper IV) mentoring is drawn from authentic administrative dilemmas lived through — not textbooks.
