Emotional Intelligence (EQ)
Ability to perceive, use, understand and manage emotions — in oneself and others. Goleman's 5 domains: self-awareness, self-regulation, motivation, empathy, social skills.
Integrity
Consistency between values, words and actions — even when inconvenient. "Integrity is doing the right thing when no one is watching." — C.S. Lewis
Aptitude for Civil Services
The combination of intellectual ability, domain knowledge, analytical reasoning, and people skills required to serve effectively in public administration.
Compassion & Commitment
Compassion = genuine concern for others' suffering. Commitment = sustained dedication to public good beyond personal gain. Together they form the heart of service.
